That's until Shropshire Council, whichthis year won a Beacon Award for its early intervention strategy'stepped in with a support package to halt what could have become afreefall into a life of disaffection.
Shropshire Council was one of four authorities in England given theaward by the then Office of the Deputy Prime Minister. The other winnerswere the City of York Council, Telford & Wrekin Borough Council, theLondon Borough of Tower Hamlets and Merseyside Fire and RescueService.
