With MP Graham Allen due to publish his first review into early intervention, Jo Stephenson looks at how Birmingham City Council has drawn inspiration from the US to provide support to families before they reach crisis point.

A frazzled mother is doing the weekly supermarket shop when her child has a tantrum mid-aisle. That sense of frustration, embarrassment and helplessness became all too familiar to Birmingham mum Farhat Usman, who started to despair over her daughter Laiba's difficult behaviour.

"If she didn't like what was going on she'd have a tantrum," she says. "I'd think: 'Why is she behaving like this? What can I do?'"

Then Usman embarked on the 12-week Incredible Years parenting programme at the Springfield Children's Centre in Moseley. "I found the strategies helpful," she says. "I learned the importance of giving your child your full attention. I know I need to spend time with her, play with her and praise her."
