Reading Borough Council is working with the Environment Agency and crime-reduction charity Nacro to launch the Angling Action project, set to be operational by November.
The project held a taster day earlier this month. Brendan O'Mahoney, Southeast area manager at Nacro, said it was a success: "There were kids there all day - it was absolutely fascinating. What is good about this project is that it enables young people to act as mentors and help other people fish."
O'Mahoney said there are a lot of places where young people can fish in Reading.
Angling Action is supported by 12,000 from the Environment Agency and 10,000 from local businessman Joe Hemani, of computer firm Westcoast.
