"This system fell by the wayside mainly because of the number of people doing youth work," he recalls. "When I started, there were about five colleges. Now there must be hundreds."

Another change York has noticed over the years is that the term "youth work" has expanded to encompass roles beyond the traditional youth service.

Later this autumn, this diverse array of people will be asked to consider whether a single system of regulation should be introduced once more to the youth work sector. Lifelong Learning UK is developing three options for consultation (see box). The sector skills council envisages each option being introduced as stand-alone measures, or combined into a "hierarchical" system (YPN, 30 August-5 September, p3).
