Schools minister David Miliband told a conference for the Excellence in Cities initiative that in areas covered by the scheme, schools improved on average twice as fast as elsewhere last year. Indicators used for the assessment include five good grades at GCSE, key stage 3 performance tables and reading ages for 11-year-olds.
The Department for Education and Skills said learning mentors are one of the most successful parts of the scheme.
