YouthBase, which is used by more than half of youth services, is one of at least four products that record information about young people's contact with youth workers and the outcome of their involvement in programmes.
It also helps the collection of data for The NYA's annual youth service audit.
The decision followed a survey carried out by the agency last year. Nearly one in three respondents expressed uncertainty about their plans to use the tool in the coming year. But 40 per cent said the tool should be developed.
In a statement sent to principal youth officers, John Boagey, the agency's head of information services, said: "The NYA believes its efforts are better placed in supporting the collection of data."
