The decision follows a survey of users' intentions for next year and their preferences for developing the software. Of those who responded, just over 40 per cent expre-ssed a preference for the development of YouthBase.
But many others were uncertain about their plans for 2006-07, citing restructuring and local authority changes.
Jon Boagey, The NYA's head of information services, said: "We thought very carefully about this. Taking into account the user survey, projected income and expenditure and wider market factors, we reached the conclusion that we should cease development of the system.
"Developing YouthBase further would require a long-term commitment to software development and marketing in an increasingly competitive commercial environment. We believe our efforts are better placed in supporting the collection of data in youth work rather than developing the software systems."
YouthBase was originally developed in the absence of other systems and to support smaller local authorities. There are now at least four alternative software packages in this market and the recent Department for Education and Skills document Youth Matters: Next Steps suggests that the Government wants to see the Connexions CCIS system developed for use across children's trusts.
Boagey added: "We are very conscious of the need to give users time to explore alternatives. We will continue to support the current system with the Generic Software helpdesk service and by providing training and support through our consultants over the next two years."
The NYA will continue to convene the MIS Steering Group, which brings together all the main system developers in this sector, as well as representatives from regional youth services and user groups. This forum will encourage developers to consider the needs of smaller authorities where budgets are more limited.
