The Options for Excellence review, which was due to be published by theDepartment of Health and the Department for Education and Skills onThursday, is expected to propose the creation of a "newly qualifiedsocial worker" status, similar to that given to new teachers.
The new social workers would get less work and more training in theirfirst years in the job under the proposals. Similar schemes alreadyexist in Scotland and Wales. The scheme is intended to improverecruitment and retention of new social workers. Other proposals in thepaper are likely to include a charter for continuing professionaldevelopment.
There could also be a pay and reward forum for social care. The forumcould be similar to the scheme for teaching, which encouragesorganisations to share good practice and address terms and conditionsrather than competing for teachers.
