The Department for Education and Skills told Children Now that ministers had not yet decided whether they would even make recommendations about salaries as part of its pay and workforce strategy.
The Government was responding to this month's Children Now survey, which showed that recruitment and retention of children's social workers was not improving in half of councils (Children Now, 1-7 September).
A spokesman for the DfES said: "Pay for the different parts of the children's workforce is up to their employers. But there is also a need for an overview of the skills and effectiveness of the children's workforce.
"Pay rates will be a central consideration of the pay and workforce strategy but it is too soon to say whether we would want to make particular recommendations about increasing pay rates. We know that pay is only one of a range of factors that impact on recruitment and retention.
