Children's services staff are among social workers who have voted to strike over a pay dispute.
Almost 86 per cent of social workers at City and County of Swansea voted to walk out last week, claiming they had been asking for action on pay for two years.
Unison, which represents all but around 25 of the city's 200 social workers, said it was in talks with managers. Swansea offered an extra 1,000 guaranteed, but Unison said there was no guarantee it would not be withdrawn in the future.
The council said the offer made staff pay comparable with other authorities in South Wales.
