Evidence gathered by the Every Disabled Child Matters (EDCM) campaign shows that despite a government request, a number of PCTs failed to publish a statement on their services for disabled children by a deadline of 30 September 2009.
EDCM searched the websites of 30 of England's 152 PCTs.
Although all 30 had signed up to the EDCM PCT Charter, they found only eight had published statements on disabled children's services.
Srabani Sen, chief executive of Contact a Family and EDCM board member, said:
"It appears that most PCTs have either not published statements or have not made them readily accessible, which makes it difficult for local people to review and challenge them."
The Department of Health has allocated a total of £340m for disabled children's services.
Sen said it is difficult for parents of disabled children to find out what this money is being spent on unless details are published.
"We hope that strategic health authorities, who have the job of analysing and approving the statements, will urge all PCTs to publish full statements in a prominent place online," she added.
