Northern Ireland: Damning report prompts reform

A fundamental reform of child protection procedures in Northern Ireland has been launched, after a report highlighted "serious failings".

The inspection of child protection services, entitled Our Children andYoung People - Our Shared Responsibility, "identifies skilled workundertaken by highly motivated staff," health minister Paul Gogginssaid.

"However, the inspection also found evidence of serious failings and insome instances a failure on the part of organisations to protectvulnerable children and young people," he admitted.

In response, Goggins announced a package of measures, including anindependently chaired Safeguarding Board for Northern Ireland, a singleassessment framework for children's services, and improved training forsocial workers.
