Launched last week, Care Matters in Northern Ireland - A Bridge to aBetter Future also hopes to double the number of care leavers who are ineducation, employment or training at 19 years old.
The proposals would see a range of services introduced to stop childrengoing into care, the introduction of family therapeutic workers forfamilies in need, and the reorganisation of family support services toeffectively assess vulnerable children and work more closely withextended families.
Health minister Paul Goggins said: "We need to reassure young peoplethat when they reach 18 they will continue to have a roof over theirhead and enjoy the support of a family."
