Rosalind Turner, Suffolk County Council's director for children and young people, will take up her post as managing director of children, families and education services at Kent in May.
Turner, who was previously assistant director for children, families and schools with children's trust pilot Brighton and Hove City Council, has headed up children's services in Suffolk since March 2005.
Patricia O'Brien, portfolio holder for children, schools and young people's services in Suffolk, said: "Rosalind has been an extremely impressive director of children's services, she has proved a great success here and will be very hard to replace."
Turner said: "As the biggest shire county in the country, Kent represents a huge challenge, but I am determined to bring all my experience to bear for the benefit of its children, young people and families."
She replaces Graham Badman, who retired at the end of last year after seven years heading up education and children and young people's services in the county.
Badman is currently heading up the Elective Home Education Review, due to conclude in May 2009, which will explore whether local authorities are able to safeguard home educated children sufficiently. He was also appointed by Ed Balls as an independent chair of Haringey's Local Safeguarding Children Board.
