Coughlan, inaugural joint president of the Association of Directors of Children's Services, was appointed by Children's Secretary Ed Balls to temporarily oversee Haringey's troubled children's service at the tail end of last year. He has been appointed Commander of the Order of the British Empire (CBE).
Coughlan said: "This is an honour and a tribute to children's services as a whole. I especially want to thank my family, my colleagues and the elected members in Hampshire. Without all their backing this would not have been possible."
Ken Thornber, leader of Hampshire County Council, said the award was a testimony to Coughlan's "hard work and dedication to ensuring the successful integration of children's services, not just here in Hampshire, but nationally as well."
