Every Child Matters and the health agenda depend on each other.
But differences in the way councils and the NHS work can be difficultbarriers to break down.
The NHS cash crisis has made the problem worse and children are losingout. For instance, hard-won attempts to bring services together inchildren's centres are falling apart as health services refuse to keepstaff in posts.
And health-led children's centres have yet to materialise, leavingcouncils to take the lead.
So the newly formed Association of Directors of Children's Services hasbeen timely in announcing that joint working with health will be apriority.
According to Ann Baxter, chair of the association's health, care andadditional needs committee: "We're recognising that before we can talkabout anything else, children have got to be safe and healthy."
