Every time health secretary Patricia Hewitt has been quizzed aboutpublic health money being used to prop up the ailing NHS she has had oneanswer: wait for the Commissioning Framework For Health AndWell-Being.
That framework has now arrived and is out for consultation. It followsmonths of sexual health services being closed, health visitor postsbeing slashed and money for child obesity and mental health servicesbeing used to meet adult targets and keep NHS trusts afloat.
The proposals, backed with 9m of funding to tackle healthinequalities, signal the Department of Health's aim to put inequalityand prevention on the agenda.
Building on Every Child Matters
As Hilary Samson-Barry, head of children, maternity and women's healthat the Department of Health, says: "This is hugely important forchildren and young people's services. It builds on a lot of thingsalready happening through Every Child Matters - children's trustarrangements, and joint commissioning and co-operation between partnersacross local authorities and health - and takes it all a stepfurther."
