
The ombudsman found that the council “did not do enough” to help ease the overcrowded living conditions that the woman faced while sharing her two-bedroom home with the young relative she has looked after fulltime under a SGO since March 2020, and her adult son.
The child was “forced to share a bedroom” with the woman, which put the woman under “significant stress”, the investigation found.
Various housing options were discussed to ease the situation, according to the ombudsman report, including funding an extension; moving to a three-bedroom property with support from the council; and the adult son moving out of the property and being provided with accommodation by the council and converting the living room into a bedroom.
