The changes, made by children's minister Beverley Hughes, will alsorequire local authorities to consult a wider range of organisationsbefore publishing their plans.
Under The Children and Young People's Plan (England) (Amendment)Regulations 2007, plans will no longer need to include a statement ofthe local authority's vision for children.
Instead, local authorities must spell out their plans to integrateservices to improve children's wellbeing, their arrangements for earlyintervention and preventative action, and how they intend to safeguardchildren.
Cindy Peek, assistant director of children's services at Dudley Council'said the changes would increase inspectors' focus on children and youngpeople's plans. "It will make the inspection process easier as therewill be a central focus on the plan."
