Inspections: Reviews must focus on children's plans

Future inspections of children's services should place a far greater focus on children and young people's plans, a leading think-tank will argue next week.

A report by Demos will say that joint area review inspections shouldexamine whether plans reflect local need and have been successfullyimplemented.

The report, due to be launched by schools minister Jacqui Smith on 6December, argues: "Moderating inspection through the children and youngpeople's plans would serve to bring the inspection process closer tochildren and young people themselves. At present young people's input isdiluted by the lack of a firm connection between the plan and theprocess of inspection."
