
During a previous inspection in 2018 inspectors found the department was blighted by inconsistent quality of social work and failures in its multi-agency response to supporting children in need of protection.
But following an inspection earlier this year inspectors have once again rated the department as “requires improvement to be good”.
They found that the Covid-19 pandemic had hindered efforts to improve and increased demand for support.
Changes in senior management have also impacted improvement at the department, which means there is “an insufficient line of sight to frontline practice” and “senior leaders and managers have not had a good enough understanding of the improvements needed”, warned Ofsted in its report.
