Children are being left at risk of harm in the town due to failures, including frequent changes of social workers, “over optimistic assessments” and gaps in supervision, management, and oversight.

“In some cases, risk is not always recognised, or responded to, in a timely way, leaving some children with insufficient timely protection,” say inspectors in their report.

Inspectors have handed the council’s children’s services its lowest rating of "inadequate” over failures in leadership, experiences of children in need of protection and overall effectiveness of the service.

Meanwhile, support for children in care and care leavers has been rated as “requires improvement to be good”, following their inspection in October and November this year.
