
The inspectorate says a “substantial churn” in leadership at all levels of management “has seen a significant deterioration in the quality of services” since it was rated as ‘requires improvement’ when last inspected four years ago.
Inspectors are also critical of claims by the council’s leadership that the children’s services is “on an improvement journey”.
Instead, Ofsted found “there has been little progress in areas requiring improvement”. This includes tackling problems found when previously inspected four years ago and in two follow up visits, in 2022 and in January last year.
The inspectorate found that despite further investment to increase children’s services staffing “this has not had the necessary impact on improving the quality of social work practice”.
