As a result of recommendations made by the Russell Commission study of youth volunteering, Brown said the Government is committed to increasing the number of young volunteers from three million to four million by 2010.
To achieve this, the Government is considering creating a British volunteer corps based loosely on the US initiatives the Peace Corps, AmeriCorps and Freedom Corps. Brown said: "I believe that a new call to service should be issued to all young people in the UK with a new national framework and opportunities to engage young people in serving their communities."
An analysis of responses to the commission's consultation has also been published.
