A commission headed by Scottish Power chief executive Ian Russell has been set up to examine the strategy. Brown also said the Government would encourage mentoring.
Dame Elisabeth Hoodless, executive director of Community Service Volunteers (CSV) said: "Volunteering has never had Treasury interest."
Hoodless added that CSV was pressing to ensure the strategy builds on the Millennium Volunteers programme.
The announcement tied in with a report by policy think-tank IPPR calling on the Government to ditch the term youth volunteering and offer incentives to those who give up time.
Kate Stanley, senior research fellow at IPPR, said: "Programmes need a brand that young people can identify with and aspire to."
