Speaking to a wide range of voluntary sector organisations and representatives at the annual conference of the National Council for Voluntary Organisations on 18 February, the Chancellor called on delegates to contribute their views on how to encourage young people to volunteer.
He said: "We want to examine with you and young people themselves whether we can engage a new generation of young people in serving their communities - and provide nationally and locally the means by which they can participate easily."
Brown cited the example of AmeriCorps, a method of volunteering for young people in the US, as a possible model to follow. He stressed the importance of mentoring to help young people develop their potential and said "seedcorn" funding to develop programmes for young people would be made available.
