Big interview: The volunteering reformer - Ian Russell, head of the Russell Commission

The research, funded by the Economic and Social Research Council, discovered that communities with high levels of civic engagement reported better health, higher educational attainment and fewer burglaries than communities that did not. This is obviously good news for the Government and fits neatly into its citizenship and youth participation agenda.

And it is the development of this agenda that led the Treasury to create the Russell Commission back in May.

Headed by Ian Russell, chief executive of ScottishPower, the commission is on the brink of launching a consultation to find out how young people, the youth sector and the public believe this agenda should go forward.
