Sixty-six top-tier local authorities across England and Wales are drawing up local area agreements for funding, ahead of a 1 April deadline. Budgets from different services will be drawn together to focus on delivering key outcomes.
But Andrew Cozens, strategic adviser on children, adults and health services at the Improvement and Development Agency, told Young People Now there is a danger youth services could end up with less to spend.
"The financial position of councils is actually very tight this year," he said. "The kneejerk reaction of councils in financial difficulties is to focus on statutory services. But Every Child Matters has a very clear message to build up preventative services."
