Youth Services: Youth agency voices concern over local pilots

The Office of the Deputy Prime Minister has increased the number of authorities to pilot local area agreements from nine to 21 (YPN, 4-10 August, p5).

The agreements allow local authorities to negotiate local targets with central government and receive a single pot of money that enables them to meet these targets as they wish. The delivery of children and young people's services is one of three aspects of local authority work where agreements can be made.

Local government minister Nick Raynsford attributed the increase in pilot areas to the "enthusiastic response" of authorities to the scheme.

But Tom Wylie, chief executive of The National Youth Agency, warned that government scrutiny over spending on youth services should not be lost.
