The union believes the education and inspections bill will open the door to the privatisation of youth services.
Doug Nicholls, CYWU general secretary, said: "We need a statutory service." He added that the proposed amendment to the bill, to place a duty on authorities to provide youth work, is "meaningless" without a commitment to the youth service.
