Union general secretary Doug Nicholls has highlighted a "political difference" following the organisation's recent annual conference.
"Our conference condemned all of those who no longer have any confidence in a thing called a youth service," said Nicholls. "The NYA is saying that the youth service is an irrelevant concept; it was lobbying to get youth work in the education bill, but not the youth service. The NYA should champion a separate funding stream for youth work."
Nicholls defines youth work as the result of a partnership between the voluntary and statutory sector, leading to university qualifications and JNC terms and conditions.
