Chris Lomas, executive member for learning and cultural services at Torbay Council, accepted the Ofsted report's criticisms. "We have put more money into the youth service this year, although we recognise that extra is needed," he said.
The youth service receives 0.64 per cent of the council's education budget. In 2003-04, the service attracted 271,084 of outside funding, bringing its total budget to 684,730.
