Ofsted warns 'inadequate' Torbay children's services over slow progress

A council twice rated "inadequate" since 2016 continues to make only slow progress on areas of "critical weakness", inspectors have warned.

The criticisms were raised following a monitoring visit of Torbay Council's children's services, the third such visit since its last judgment in 2018, when Ofsted described it as "chaotic".

While the inspectorate found the council had made some progress to implement required improvements since being taken over by neighbouring Plymouth City Council in April last year, it found the "pace of change for children in need of help and protection" was still too slow.

Improvements highlighted in the 25 October report include improved morale, with social workers saying they feel they are no longer reacting to "daily crises" and now have more time to plan work and more children being visited by the same worker.
