Youth services: Ofsted condemns lottery of services

The education watchdog's review said the quality of local youth services was "mixed". But the Annual Report of Her Majesty's Chief Inspector of Schools 2003/04 noted that the best services made an important contribution to council inclusion policies.

The review also berated educational provision for young people leaving custody. While Ofsted noted the inherent difficulties of educating young people in custody, it said this could not account for the lack of support available to them on release.
