Inspectors were impressed by Westminster's work to "promote community cohesion in areas of tension" which was described as "excellent".
Hampshire Youth Service's contribution to the Every Child Matters outcomes was described as "outstanding", but inspectors said low levels of funding from the local authority "undermine the longer-term sustainability of some work".
Northumberland and Hertfordshire youth services were classed as "adequate".
