Youth services: Minister puts weight behind YPN manifesto

In a letter about the manifesto, which was based on delegate feedback from Young People Now's Joining Up conference, Hodge said adolescents would not be sidelined in changes to children's services and gave full support to six of the 10 measures.

She backed calls to develop Connexions to provide seamless services for young people from birth to adulthood, and that young people should only be locked up as a last resort.

She added that the creation of children's trusts would ensure that money reached frontline services.

But she ruled out renaming the English children's commissioner because the term children includes all under-18s, and rejected the call to give the English commissioner no remit in Scotland, Wales and Northern Ireland. She also played down the need to ring-fence cash for child and adolescent mental health services.
