Editorial: Our manifesto for better youth services

After some years of relative plenty for the youth sector, this is expected to be a tight spending round. Given that the review's pre-publicity already seems to be committing large amounts to early years services and health, the danger is that there will be precious little left for teenagers.

And, as many principal youth officers (PYOs) know, when the Government says it is giving more money to youth services, that doesn't mean the money reaches its intended destination.

Stories of PYOs being called into meetings by their directors of education when the Government announced a 5.9 per cent increase in the youth and community sub-block with Resourcing Excellent Youth Services (YPN, 8-14 January 2003, p2) are legendary. The gist of the reported conversations usually runs along the lines of: "You won't be seeing any of this money, it's being siphoned off into the education budget."
