Devon County Council has given 60,000 to the Ivy Project, an Exeter volunteering organisation, to co-ordinate the strategy over the next nine months.
Stephanie Chivers, project manager at the Ivy Project, said: "There are a lot of organisations in Devon working on youth volunteering and everybody is competing against each other, especially for funding. It's not good for anybody to be operating that way."
Representatives from the county council, the county's youth service, children's trust, Devon Youth Association, councils for voluntary service and youth networks agreed last week to work towards having a strategy in place by March 2007.
Besides encouraging organisations to work more closely together, the strategy is intended to make life easier for Devon Children's Trust.
