Youth services: Councils to have free rein on service delivery

The Department for Education and Skills (DfES) will produce a document in April outlining what it expects local authorities, in partnership with other agencies, to include within the integrated youth support service proposed by the Youth Matters green paper in 2005.

It will include details on information, advice and guidance, young people's involvement in planning and decision-making, multi-agency initiatives to get young people into employment, education or training and support from a trusted adult.

Youth minister Beverley Hughes told local authority and Connexions representatives last week: "We're not going to specify a structure or a system. We will specify the principles and standards, such as the involvement of young people in design and delivery, a focus on the outcomes of Every Child Matters, a single point of access, a focus on prevention and early intervention. But you need to take that vision and bring it to life for young people in your area."
