Blackburn with Darwen Borough Council received European Union funding through the British Council's Connect Youth scheme for the nine-day visit, which ended on Saturday.
The 10 youth workers, from Lithuania, Estonia, Norway, Poland, Spain and Hungary, visited Connexions centres, youth clubs, the council's youth information shop and centres of worship.
They took part in learning activities and saw a play called Denial about racist politics.
Mushtaq Khan, assistant youth service manager, said: "We wanted young people and youth workers (from abroad) to be exposed to each other's ways of working. We're hoping to start an international dimension to youth work in Blackburn."
