
Blackburn with Darwen has won the race to be the first council to have all its children's centres up and running with the full range of services (CYP Now, 30 April-6 May 2009).
Most local authorities are currently embarking on the third and final phase of the government's vision to have 3,500 centres in place by March next year. Once each centre is opened, it then has two years to get its services in place before field force Together for Children validates it.
So how has Blackburn with Darwen managed so swiftly to get the stamp of approval? "The success has been the contribution from all our partners across the borough," says Deborah Gornik, Blackburn's head of service for early years excellence.
