But what started as a thorough, community-driven initiative has arguably developed into a race to hit the magic number on time, according to Labour backbencher Karen Buck.
In the latest evidence session for the Children, Schools and Families select committee inquiry into the effectiveness of children's centres, Buck referred to the growth of children's centre numbers.
