The 1.4m centre is based in the Charles Dickens ward, one of the most deprived areas in the UK. It will be used for a range of community activities.
Wendy Brookfield, project co-ordinator for leisure and youth service at Portsmouth City Council, said: "The centre has everything. It's equipped with a cafe, an arts space, a performance area, an all-weather sports facility and a state-of-the-art professional music studio."
The centre, which is located in the grounds of the Charles Dickens Infant and Junior School, will have a professional musician running its youth music programmes, which are expected to be the biggest draw for young people.
