Children's minister Tim Loughton is to hold an event on 25 October to debate the policy with young people at the O2 in London, with the full policy statement due for publication in the week commencing 28 November. It will be the culmination of a process that began with the Positive for Youth summit in March, which has since involved 21 discussion papers.
The government will not alter the policy to take account of the recent riots, which it is not regarding as a youth issue. However, a Department for Education spokeswoman said: "It doesn't stop people from giving us their opinion on the riots."
