The joint inspection report praised Halton and Warrington Youth Offending Team's overall approach and work with young offenders but called for it to improve its intervention work.
Inspectors also criticised Cheshire Constabulary for failing to follow Home Office guidance on issuing final warnings to young offenders and for not routinely passing on details about youth crime victims to the youth offending team within 24 hours.
Rhona Bradley, the youth offending team's manager, said many of the issues had since been addressed.
"We will be taking forward the work suggested in the report," said Bradley. "The inspection was complex and time consuming but it was a worthwhile and positive process."
