Youth Justice: Offending teams ignore risk checks

Inspectors who conducted 11 youth offending team (YOT) inspections - summarised in the first annual report of teams by HM Inspectorate of Probation - found that none performed adequately when identifying the risk of harm to young people in their care, with full risk assessments being prepared in only a third of cases.

Although inspectors reported significant progress by local authorities and their partners in working with young offenders, they also found YOT staff lacked understanding about the ASSET risk-assessment process.

They reported that nearly a quarter of the young people involved were not aware of the contents of their assessment.
