The kit, developed by the North East Regional Youth Work Unit, is split into seven chapters outlining the main themes of the green paper.
Each contains several questions on the Youth Matters proposals, with an activity sheet to help young people answer them.
The unit worked with Save the Children UK's North East Development Team and Northumberland Connexions to develop the resource.
Kirsty Beeston, the unit's regional participation officer, said: "The Government questionnaire was not open enough for young people. This is interactive, non-leading and very reflective. Young people need to respond in their own way."
The toolkit takes two to three hours to complete, but sections of it can be mixed and matched.
