Youth Justice: Scottish authorities defend order use

The letter, sent last week, was in response to a letter to local authorities from executive officials, following a speech by first minister Jack McConnell urging councils to issue more antisocial behaviour orders. Only four have been issued to under-16s in Scotland since the powers were introduced in 2004.

Convention of Scottish Local Authorities social work spokesman, Eric Jackson, said: "The letter laid out what the law said and suggested that we weren't using it properly, which we thought was not the case and a bit of a cheek. I responded to them to let them know that we do know what the law is and that we're applying the law across Scotland according to local circumstances."
