Ann Coffey is very keen to see more of the support orders, which help young people meet the terms of their ASBOs. Between 1 May and 30 September 2005, only 31 10- to 17year-olds received an ISO.
"That is what the debate is about," she said. "And there is a resources issue. It would be interesting to know how many offending team plans include provision for individual support orders."
Coffey added that she does support the use of ASBOs, but wants there to be a "two-pronged approach" with a sanction that is backed by support. She said this will become much more important as children's trusts bring services together.
