At the end of May the Scottish Executive confirmed plans for its antisocial behaviour bill. The new legislation is creating waves as lawyers, youth advocates and senior police officers cast doubts on its legality and effectiveness.
The bill has been described as Scottish Labour's flagship policy and is the most high-profile of the 14 bills contained in the legislative programme introduced by the Labour-led coalition following the May elections.
In particular, it has been championed by First Minister Jack McConnell, who made it the centrepiece of Scottish Labour's manifesto and has been talking tough about the "crisis of confidence" in the legal system.
